Mr. Basha graduated with a Bachelor of Law (LLB) from the University of Liverpool and a Post-Graduate Diploma in Law (Legal Practice Course) from BPP Law School in Manchester. Following graduation, he gained valuable experience working as a young trainee legal counsel in a City of London law firm, working as an assistant legal counsel in the commercial litigation and arbitration department. Mr. Basha subsequently joined ABKons, where he advises domestic and international companies on a wide range of legal matters, ranging from infrastructure, energy and natural resources, to mergers and acquisitions, regulatory and tax matters, and commercial and trading contracts.
Mr. Basha has led and managed a large portfolio of projects on behalf of ABKons, such as:
Trans Adriatic Pipeline (TAP): Land Easement and Acquisition. Mr. Basha is the Country Legal Coordinator for the Secure Land Access activities of the LEA process in Albania. His main tasks are to design and review current LEA processes and procedures; analyse host government agreements; develop a legal LEA strategy, including expropriation; finalize standard contract formats (purchase, lease, easement); and give legal advice on LEA requirements for concession areas (hydro, mining, minerals) and on storage and usage of personal and private data.
Trans Adriatic Pipeline (TAP): ESIA processes. Mr. Basha has conducted a comprehensive review of the Albanian legal framework for the ESIA Albania Report. He is overseeing the legal procedures for the public disclosure and public consultations on the ESIA, in close consultation with the Ministry of Environment and all national and local stakeholders. Mr. Basha has also prepared a comprehensive review and analysis of the New Territorial Planning Law and its bylaws.
Bankers Petroleum Albania (subsidiary of Saxon International Energy): Mr. Basha is advising the client on the new drafting of an integrated territorial plan (as envisaged in the New Territorial Planning Law) and its subsequent approval by the NTPA and National Territorial Council. Mr. Basha is also leading the legal team on the legal procedures for the granting of the infrastructure permit.
Tirana City Development Strategy Project. Mr. Basha is providing legal advice to the project on land law issues, with particular focus on the interpretation of the laws by the Albanian courts and the European Court of Human Rights in cases involving Albanian claimants.
Durres Landfill Construction. Mr. Basha is advising the strategic investor on the entire procedure for being granted a concession to build and operate the landfill-treatment facility. The investment is more than 10 million euros.
Bituminous Enriching Facility. Mr. Basha is advising strategic investors on the procedure for developing and constructing a 100-million-dollar facility for bitumen, relying on his expertise on the New Territorial Planning Law.
