Besnik Leskaj

Besnik Leskaj is the Chief Executive Officer and one of the Founding Partners of Abkons. He built and developed Abkons in 2005 and turned it into one of the most successful multi-disciplinary consultancies in Albania and Western Balkans. He oversees all areas of strategic planning, market assessment, public finance management, project management, institutional assessment and capacity building. He has acted project director for the Trans Adriatic Pipeline project, leading planning and execution and creating a framework for the first Land Compensation Study in Albania. He offers his regional expertise to various public and private entities, serving as an advisor for local business and sustainable development initiatives. Besnik holds a MA in Enterprise Economy the University of Calabria, Arcavacata di Rende, Italy and B.A in International Trade from Université Blaise Pascal Clermont Ferrand II, France
Redi Basha
Partner & Co-Owner

Redi Basha oversees a broad range of projects and clients in the Western Balkans. Most recently, he was instrumental in the management of Secure Land Access and Permitting procedures for the Trans Adriatic Pipeline and other large energy and infrastructure projects in Albania and the Western Balkans. He co-authored Energy Strategy 2030 (sponsored by USAID), which outlines solutions to improve energy sector policies and develop regional electricity and gas markets. Redi holds a graduate degree with Honours in Law (LLB) from the University of Liverpool and a postgraduate degree from the BPP Law School. He specialises in advising on legal matters ranging from infrastructure, energy, natural resources to mergers and acquisitions, competition, commerce and trade matters.
Josif Gjani

Josif studied International Economics at the University of Florence, Italy. His areas of expertise are Governance and Local Development, Land Management & Asset Inventory, Capacity Building and Tourism Development. Josif focuses primarily on policy formulation, analysis and monitoring, donor programming and budgeting related matters.
